Board of Trustees – Members 2025 :

HE Dr. Rashid Ahmed bin Fahad

Served as Minister of State in the UAE Cabinet 2016 -2017. Served as Minister of Environment and Water in the UAE Cabinet from 2008 till 2017. Chairman of the Emirates Authority for Standardization and Metrology(ESMA ) from 2008 till 2017.

Served as the first Secretary-General for the GCC Standardization Organization (GSO) from 2004 till 2008. Deputy Director-General of Emirates Authority for Standardization and Metrology (Esma) from 2003 till 2004.

Head of Food and Environment Laboratory at Dubai Municipality; 1997-2003. Wastewater Treatment Process Engineer at Dubai Municipality;1989-1997.

Dr. Rashid BinFahad received a Ph.D. in Civil Engineering (Environmental Health) from the University of Strathclyde Glasgow UK in 2001. Holds a M.Sc. in Environmental Science from the UAE University -Al Ain (1994). Holds B.Sc. in Chemical Engineering from Northeastern University, Boston, Mass-USA (1989).

H.E. Hussain Nasser Lootah

A civil engineering graduate of the Arizona State University ASU, Lootah began his career as an engineer with the Federal Ministry for Electricity and Water. He joined Dubai Municipality in 1985. He was appointed as Assistant Director General for Environment and Public Health Affairs. In 2004, he was later transferred to the post of the Assistant DG for Planning and Building Affairs.

Lootah was promoted on 22 December 2005 as the Deputy Director General of the Municipality. He also chaired a number of committees at the Municipality such as the Technical Committee, Strategic Plan Committee, e-Government Committee, Personnel Committee, and organizing committees for a number of conferences organized by the municipality. He was also instrumental in winning some 30 local, regional and international awards for Dubai Municipality.

His Highness Sheikh Mohamed Bin Rashid Al Maktoum, The Ruler of Dubai, issued a Decree to appoint His Excellency as The Director General of Dubai Municipality Mayor of Dubai. His tenure lasted from 2008 till 2018.

As the Director General of Dubai Municipality, his duty is to manage the civic body, helped by a team of six assistants who head as many sectors consisting of (​32) departments. (4) departments to him directly. Mr. Lootah also played a distinctive role in setting up the UAE Engineers Society and was its Chairman from 1992 to 1996.

Through his position, Lootah assumed the Chairmanship and membership of many government committees, such as Chairman of the Infrastructure Committee, Member of the Executive Council, Member of the Expo Supreme Committee, the Economic Council, the Dubai Strategic Council, the Dubai Council Committee on Climate Change, the Security Committee, and others.... He also Chaired the Cleveland Bridge Board of Directors, in addition to being on the Board of SsangYong Emirates.

His Excellency’s retirement was commemorated by His Highness Sheikh Mohamed Bin Rashid Al Maktoum, in a prestigious event attended by their Highnesses the Sheikhs, Head of local government departments and government executives as well as local and international dignitaries.

Lootah's tenure in office was marked by many achievements that resonated globally, to name a few: the architectural icon "Dubai Frame", the deep tunnelling project dubbed as "The Project of The Century ", in addition to the Quranic Garden, the Mohammed bin Rashid Library, Dubai safari, and many specialized markets such as the Automotive Market, Construction Materials Market, Birds Market, Spare Parts Market, among many others... He also contributed during this stage to the supervision of the most important historical discoveries represented by the Saruq Al Hadid and the establishment of its museum, in addition to developing and restoring The most important historical areas in the Emirate of Dubai, such as the Shindagha area and the Old Souks.

The growth of government revenues is also added to the most important achievements of Lootah, as the municipality ranked first in terms of revenues during the last three years of his assumption of office, in addition to the issuance of many regulatory legislations that led to the regulation of the relationship between land owners and developers and the Municipality in a way that ensures justice, flexibility and transparency.

Lootah currently Chairman of the board of ALEC Engineering and Contracting L.LC. (ALEC), part of the Investment Corporation of Dubai (ICD), also sits on the board of Dubai Investment, the board of trustees of Dubai Medical College, among others…, he also Chairs Al Mal Capital Oversight Committee. Lootah also heads his own group of companies "Hussain Lootah Group", and its work generally revolves around robotics technology, engineering and electromechanical consultancy, real estate, hospitality, and others...

H. E. Mohammad Ahmad Mohammad Al Murr

Member of University of Dubai Board of Trustees and Chairman of the Mohammad bin Rashid Al Maktoum Library Foundation. He is also a writer and has published over 15 volumes of short stories and has had two collections translated into English: Dubai Tales and The Wink of the Mona Lisa.

H.E. Mohammad Ali Lootah

His Excellency Mohammad Ali Rashed Lootah is the President and CEO of Dubai Chambers, one of the largest economic development arms in Dubai. In his current role, he oversees the implementation of Dubai Chambers’ strategic initiatives and plans, which aim to improve the ease of doing business in Dubai, support businesses expanding globally, attract foreign companies and investment, and advance the digital economy.

In addition to his current role at Dubai Chambers, His Excellency serves as a member of the board at the Dubai Free Zones Council and Emirati Human Resources Development Council and is a member of the University of Dubai Board of Trustees and a member of the board of Union Coop.

Previously, he served as CEO of the Commercial Compliance and Consumer Protection for Dubai’s Department of Economy and Tourism, where he was responsible for overseeing consumer protection, business protection, intellectual property protection, and commercial compliance.

His Excellency also held several other leadership positions at the Department of Economic Development, namely Deputy CEO of the Commercial Compliance and Consumer Protection Sector, Deputy CEO of the Dubai Export Development Corporation, Executive Director of Corporate Quality and Excellence, and Deputy Director of the Information Technology Department at Dubai Land Department.

H.E. Lootah earned a bachelor’s degree in computer systems engineering from Arizona State University in the United States and an executive MBA in strategic management from the Higher Colleges of Technology in Dubai.

Mr. Ahmad Bin Eisa Alserkal

Businessman and entrepreneur, continues the family’s legacy of achievers originating since 1947 by his grandfather, Nasser bin Abdullatif Alserkal and succeeded by his father, Eisa bin Nasser Alserkal. He graduated from the UAE University Class of 1990 with a Bachelor of Science degree in Business Administration and Management.

Currently, he is occupying the position as Chairman of Alserkal Group. Since the company’s establishment, Alserkal Group had been striving to promote trade and innovative investments in the UAE and GCC Countries.

It has always endeavored to invest in a diversified portfolio that reflects its conservative investment ethos includes Environmental Solutions working towards a green future by recycling & re-using waste products, facilities management, and Property Investment & Development.

Furthermore, with our collaboration with international partners such as EMD, Knorr – Bremse, Regional Transport Industry successfully completed projects with Dubai Road & Transport Authority, Etihad Rail, Dubai Metro, Dubai International Airport, Al Maktoum International Airport, Oman Airport Management Company. This is in addition to his contribution in Art and Culture through Alserkal Avenue.

Dr. Ahmed Khalil Al Mutawa

Member of University of Dubai Board of Trustees and respected academic professional. He received his Ph.D. in Economics (with Distinction), from Georgetown University in Washington, D.C. and as a professor, held the position of Chairman of the Economics Department and Deputy Vice Chancellor for Planning (DVCP) at United Arab Emirates University.

Mr. Mohammed Amin Salem

Mohammed Amin is responsible for establishing and driving Dell Technologies business strategy for the Middle East, Russia, Africa and Turkey region, which includes 70+ countries.

He leads a team of over 3000 professionals who are successfully driving the company’s mission of helping organisations accelerate their digital transformation agendas. With 100+ employees split across Dubai and Abu Dhabi, the UAE serves as the company’s regional headquarters and continues to grow and maintain a leadership position in the industry.

Mrs. Hind Mohammed Binkhirbash

Hind Mohammed bin Khirbash, CEO of Emirates National Investment.

A family-business leader, with a special interest in developing high efficiency models which maximize stakeholder benefit.

A curious generalist who continuously seeks self-development and advancement, Hind has a bachelor’s degree in Software Engineering and Business Information Technology and an MBA from London Business School.

She recently completed the Impactful Leaders Program at Mohammed bin Rashid’s Center for Leadership development and is currently pursuing an L.L.M. in International Business Law at the University of Paris II, Panthéon-Assas

Mr. Shahab Mohamed Gargash

Shehab Mohamed Gargash is the Managing Director & Group CEO of the Gargash Group, one of the leading business groups in the UAE with multiple interests that include automobile, real estate and investments.

Gargash is also the Founding Chairman of Daman Investments, a non-banking financial services company based in Dubai in the United Arab Emirates since 1998. Prior to establishing Daman, Gargash enjoyed a successful 12-year banking career in the UAE, initially with Citibank and later with Emirates NBD.

He also serves as a Member of the Board of Dubai Chamber of Commerce, a Member of Board of the Coutts & Co. Middle East Advisory Board, and the UAE-UK Business Council. Mr. Gargash was a Member of Board of the Commercial Bank of Dubai. He has also served as Member of Board of Burj Bank in Pakistan. Gargash is a frequent public speaker and a commentator on regional socio-economic issues and trends. Mr. Gargash is also an enthusiastic art collector and has established the Daman Middle East Art Fund which invests in Middle Eastern contemporary art and supports regional artists.
